This is called Hi Jinks the Circus Clown with Chimp.  It was made by Alps in Japan probably in the 1950s and is 13” tall.  It is a battery operated toy and I checked it with batteries and it worked great.   

The toy looks COMPLETE and ALL ORIGINAL.  The condition is very nice.  The toy shows no playwear and the overall condition is near mint.  The battery box is like new.  There is NO touchup or rust.

It comes with the original very colorful box that is in very good condition and has been professionally shrink wrapped for protection.
